As to whether there are outstanding liens, most agents couldn't tell you if that's the case. Often it takes a search by a title company (they charge for the service) to determine outstanding liens. And not all liens show up on searches (mechanics liens that haven't been filed at the time of search). So most buyers opt for title insurance to guard them against such surprises.
